The implicit phrase #2

In http://en.wikipedia.org/wiki/Great_Britain, mainland http://en.wikipedia.org/wiki/Europe, and northwestern http://en.wikipedia.org/wiki/Asia, the http://en.wikipedia.org/w/index.php?title=Scandinavian_ice_sheet&action=edit&redlink=1 once again reached the northern parts of the British Isles, http://en.wikipedia.org/wiki/Germany, http://en.wikipedia.org/wiki/Poland, and http://en.wikipedia.org/wiki/Russia, extending as far east as the http://en.wikipedia.org/wiki/Taimyr_Peninsula in western Siberia.http://en.wikipedia.org/wiki/Last_glacial_period#cite_note-4 The maximum extent of western Siberian glaciation was reached approximately 16,000 to 15,000 http://en.wikipedia.org/wiki/Before_Common_Era and thus later than in Europe (20,000–16,000 BCE).http://en.wikipedia.org/wiki/Last_glacial_period#cite_note-5

I'd like to know whether what is implied before "later" is "it lasted" or "it was reached."
Thank you in advance for your help.

The comparison is between the maximum Siberian glaciation and the (implied maximum) Europena glaciation. The Siberian came later than the European. It may be confusing because the higher the BCE number, the earlier in time it was (BCE means "before common era" [the year Zero in the Western European timeline]).
