I am reading “The Hours of Darkness” and some expressions of it puzzle me. Please tell me the meaning of them.

“The bridges too that flanked the motorways were ugly and graceless and reminded her of that other time. ” - quotation from “ The Hours of Darkness”

What does “that other time ” mean?

I'm not familiar with the story.

Here's a simpler example.
You can pay for our coffee, because I paid for it that other time.
