The highest as the lowest?

I'm reading The Picture of Dorian Grey and I found some sentences I can't understand...

It's form the preface of this book.

"The critic is he who can translate into another manner or a new material his impression of beautiful things."
->>I can't understand the part "his impression of beautiful things." because this phrase
started from where the first objects end. (another manner or a new material)
Does it mean that he can translate his impression of beautiful things "into another manner or a new material"?
then why does "his impression of beautiful things" come after the object?

"The highest as the loweset form of criticism is a mode of autobiography."
->>> Does it mean it's the best worst form of criticism?
