The higher, the darker

Hi everyone.
Help me with the problem.

Usually the higher the baking temperature __________, the darker a brick will be.

a) will use

b) used

c) using

d) will be using

(b) should be the best answer, I guess.

But I think it is better if (b) is 'is used'.

How do you think about it?

Any suggestion.

Thanks in advance.
