The grammar of "everywhere in the Algarve"

A. Tap water is drinkable everywhere in the Algarve.

I am asking this question because I'm not sure how to grammatically analyze this part "everywhere in the Algarve" in sentence A.

  1. The adverb "Everywhere" grammatically modifies the prepositional phrase "in the Algarve"
  2. The prepositional phrase "in the Algarve" grammatically modifies the adverb "everywhere"
  3. Both 1 and 2 can be applied to analyzing "everywhere in the Algarve"


Do you think that the correct answer is 3, given 1,2,3?

I think that "everywhere in the Algarve" can be analyzed in 1 and 2 ways, so I think the right answer is 3.

I see "everywhere" as answering the question "Where in the Algarve?", so (1) seems correct.

I don't see how (2) would work.
