That phrase refers to a nice girl. It is just a term to describe a girl who isn't wild.an innocent ,sweet girl. there is amovie named" the girl next door" .

no i did read this book by robert lawrence stine and it did seem the girl was kinda nice but evil in other words pernicious

according to my opinion i would say no cause when you say the girl next door itt seems that the person is mysterious but not decent and nice as you still dint get to know that person well......
