The getups you saw

Hi.

Ther's a sentence in Harry Potter that I don't understand grammatically:

"Mr. Dursley couldn't bear people who dressed in funny clothes -- the getups you saw on young people!"

Why "saw"? Isn't it supposed to be "see"?
