The for Particular Purpose?

My dictionary says in the entry of "the", "enough of sth for a particular purpose."

I wanted it but I didn't have the money. (=money to buy it)

Is my understanding correct?

When you say,

Care must be taken to ensure that the surfaces are thoroughly clean first, for dirt will weaken the weld.

What's this "the"? A weld on the surfaces which is involved in the cleaning, or does it simply mean a generic weld?
