The follow through

Hi

From a book about bodybuilding:

These programs (infomercials) promise that you’ll get fit in sixty days! Or that you’ll
drop twenty pounds in two weeks! While the products may not work that well, they probably do work. You
just didn’t have the follow through or the plan in place that enabled
those products to work.

Does "follow through" mean that you didn't continue, you didn't keep training long enough?
