Is this sentence natural to use? And then who declares the national day? The flags or Korea and Italy? And can I rewrite it to

1) The flags of Korea and Italy declaring the national day of Korea at the 2015 Milan World Expo are raised.

2) The flags of Korea and Italy are raised and they ( Korean and Italy ) declare the national day of Korea at the 2015 Milan World Expo.
