"the first + to V or V ing"

This is the first Korean-built fighter jet called the FA-50 taking off from an airstrip.

I have seen the sentence but I have usually seen the first to V structure like This is the first Korean-built fighter jet called the FA-50 to take off from an airstrip but I feel like there is no meaning difference between the two sentences. Is there no meaning difference between the first ,second, last, etc to V and the first, second, last, etc V ing?

What do you native English speakers think? Thank you so much as usual in advance!
