"The first to do" or "The first doing"

Suppose that a group of children are having an eating competition. I know that I say "be the first child to finish his meal" to the child I want to be the first before or during the competition.

I am confused what to say after the competition. After David among the children finished his meal first, when I report someone else that he finished his meal first, should I say "he was the first child to finish his meal" or "he was the first child finishing his meal"?
