The first of which is x, the second, y

Those plans are constructed from two basic ingredients – the first of which is a Traffic network, the second, a Service Level Agreement.

Q1. Should we replace the comma in blue with 'and'? If not, why?

Q2. Should the comma in red exist? I feel like it shouldn't exist as it separates the subject (second) from the omitted verb (is).
