1) One of the four lives in the southeastern city of Daegu, the first case reported there.

Is this a kind of participle constructions and then the original sentence might be

2) One of the four lives in the southeastern city of Daegu, and the first case was reported there.
->One of the four lives in the southeastern city of Daegu, the first case having been reported there.

And then can I say that 'and' and 'having been' are omitted in converting the #2 sentence to the #1?
