The finer details

Published books shows About 2,660,000 results for the phrase 'regardless of whether.'

Isn't the construction redundant? Wouldn't a plain 'whether' always suffice?

1a. I will not take you home whether you pay me in cash or not/by cheque.

1b. I will not take you home regardless of whether you pay me in cash or not/by cheque.

Also, am I right to say that a below is grammatical correct, while b is idiomatic, yet grammatically incorrect?

2a. No one realises it could be him or her who is kicked out of the competition.

2b. No one realises it could be them who is kicked out of the competition

Thank you
