The financial problem caused the government a great deal of distress.

The economic problem caused the government a great deal of agony.

Not entirely. A financial problem is specifically related to money; an economic problem is a much broader term covering the whole field of the way in which a country's revenues are raised, applied and developed. To be honest I also cannot believe a government can suffer agony.
