The film was made in Botswana, ....wildlife parks....

Hi, everyone! Here is my question:

The film was made in Botswana, ____ wildlife parks are larger than those in Kenya. a. who b. which c. that d. where I opt "D. where". However, I feel it sounds better if we say: "The film was made in Botswana, whose wildlife parks....", which mean "... Botswana. Its wildlife parks are larger than..." not "where" here. Am I correct? Thanks for enlightening me.
