The extent of modifying

Regarding the sentence below:

Environmentalists dislike the enormous amounts of energy needed and waste created by conventional farming.

Q1 Does the phrase "the enormous amounts of" just modify the noun "energy"? Or does it also modify "waste"?

Q2 Does the prepositional phrase "by conventional farming" only modify "created" (i.e., forming the chunk "waste created by conventional")? Or does it also modify "needed" (i.e., forming the chunks "energy needed by conventional farming" and "waste created by conventional farming) ?
