And I guess "cross border terrorism" means terrorist activity beyond the country's border i.e. Afghanisthan or Pakistan..

"epicentre" in this context means the centre of an activity, i.e. the place from where it originates or where it is most prevalent. "junction point " here probably refers to the border between the countries mentioned.
