The dollar value placed?

They also estimated that the dollar value placed on the “green halo” associated with the Prius was about $1,000 in Washington and closer to $3,300 in Colorado.

What does the bold part means?

Does it mean the dollar spent or invested on buying the Prius is ...?

Thanks ??
