The difference in meaning!!!

What is the difference between the two statments?

1. What strategies should be adopted to conserve wildlife?

2. What steps should be taken to conserve wildlife?

This isnt any exam question. I was just discussing it with a friend. I dont think it makes any difference. What do you say?
