the difference between will and would

Any fall in the price of oil would have serious consequences for our economy.

Any fall in the price of oil will have serious consequences for our economy.

As for these two sentences, what's the difference between will and would? Please give me your opinion, thank you very much!

Would here is more tentative -- it implies an 'if' clause. For instance: Any fall in the price of oil would have serious consequences for our economy ( if the price indeed falls; if we continue to rely on fossil fuels; etc)

would - It was going to be dark soon.
will - It is going to be dark soon.
Same with the last two. ... was going to be annoyed ... / ... is going to be annoyed ...
