The difference between "implement" and "fulfill"?

Please look at this question.

The successful applicant will partner with IDM Divisions to develop and ___ indigenous employment strategies.

1) implement 2) fulfill

The correct answer is 2)fulfill. Couldn't someone explain to me why 1.implement can't be the other answer?
