The difference; all right if.. / all right to..

What's the difference of these two?

1. Is it all right if I smoke here?
2. Is it all right to smoke here?

Both sentences sound almost same to me.
Could you please clarify the difference?

The only difference is that 'if I' is specifically asking whether 'I' as opposed to everyone else, can smoke here.
