The difference

Sentence A:When reports came into london zoo that a wild puma had been spotted foty-five miles south of london.
Sentence B:When reports came into london zoo that a wild puma has been spotted foty-five miles south of london.
Sentence C:When reports came into london zoo that a wild puma was spotted foty-five miles south of london.

The sentence B is right? I think "had" should be used because of the "came".
But I don't know the difference between A and C.^_^
