I think that there should be a comma like the Democratic National Convention, when several...as an additional information.
Or the when clause can modify the DNC?

I find "when" so puzzling that I can't think about the comma. You have to forgive journalists sometimes because they are always fighting a deadline, and mistakes will slip through. Also, this is a Korean reporter, and likely a Korean editor if there is one, so there's that.
