Nonviolent protest, sometimes called civil disobedience, means the deliberate breaking of a law by ordinary citizens.

Hi,
Does the bolded part in the above mean "ordinary citizens breaking a law on purpose?" If yes, is it contrary to the true meaning of "nonviolent peaceful protest?"
