The degree of truth vs fact

Joe went to the movies and ate 3 bags of popcorn. When Joe was asked if he had any popcorn at the movies by 4 different people here were his responses.
1. He had a bag of popcorn at the movies.
2. He had 2 bags of popcorn at the movies.
3. He had 3 bags of popcorn at the movies.
4. He did not have any popcorn at the movies.

Question. Are statements 1-3 true, even though responce #3 is the most factual or correct? When Joe says he had a bag of popcorn, that is true he did have one, but that is not all he had.
