Hello

How can I write when I want to keep a clause in the following ?

(I heard the following is incorrect because of "verb + that clause". I want to keep a clause because changing a clause into a gerund form is often improper and a clause form is necessary to express a complex meaning)

1. The words written on the wall can be understood as that the town was doomed.


2. The decision resulted in that the nations trade freely each other.
