The correct usage of word "below"

Hi all,

Which one is correct sentence,

The list below are the required actions

or

The below list are the required actions.

I think the first ones is the correct sentence. The noun "list" should comes first and followed by the adjective "below". I'am right?

Some people insist that they can be used in front of the nouns, but that grates on my ear as much as the asleep man or saying We did that the before time instead of We did that the time before. It seems to me that all such modifiers (adverb-like or preposition-like words with
