The conjunction so~that~

In George Orwell's famous novel 1984, "Big Brother" is an omniscient political leader, so all-knowing that privacy simply doesn't exist in the world he controls.

I think the clause "so all-knowing that~" modifies the immediately preceding noun "leader."
But I don't know the clause "so~that~" can be used as an adjective and why a comma is sitting after the modified noun "leader," disconnecting a noun from a modifier.
So I'd like to hear of your explanations of the clause from you.
