The congress, while reviewing the next year's budget bill, refused to give (handling/controlling/managing) public schools to the private sectors.

I want to say that the congress disagreed that public schools should be managed/controlled by some private sectors.

Additionally, "private sectors" doesn't sound right to me. I would say "the private sector". Be aware that "public school" means completely different things in different countries. Check whether "Congress" is conventionally capitalised in the context you are using it.
