The comma?

Hi.
Why is the comma used?
Since the production process will involve less greenhouse gas emissions compared to an ordinary Portland cement (OPC) consisting for 95–100% out of clinker. FA or BFS, can also be added separately to the concrete mix.

This is presented as a sentence, but it has only a since-clause:


Since the production process will involve less greenhouse gas emissions compared to an ordinary Portland cement (OPC) consisting for 95–100% out of clinker.


It also has "consisting for" instead of the correct "consisting of".

It is mysterious why the word "out" occurs after 100%. I
