"The clock struck seven in the afternoon and the sun has begun to recede. Despite being a small coastal city, vehicular congestion seems to be growing. Doug, who has tried to hurry by choosing shortcuts, managed to get to the main entrance of Frank's building"

You need to have tense consistency. You can tell a story all in Past tense, or all in Present tense. Seven is not in the afternoon.
