The clear off

I've just come across this sentence :

"Other stories tell about boats being saved
by following dolphins during thick fog conditions until the clear off
dangerous waters".

Is the underlined part correct? Is it possible to use clear off as a noun?

I want to say:

When something is understood in the mind this way often follows.

For example:

1. We can't go out until the road is clear of / off snow.

(the road is understood in the mind and not stated or expressed)

= We cn't go out until the clear off / of snow.

The clear of snow -- This is not a sentence and is not grammatical.

We can't go out until...

... the road is clear of snow. Okay.

... the clear of snow. Not okay.

... it is clear of snow. Okay if you have already been talking about the road so your listener knows what "it" refers to.
