The city of Seoul [is growing] rapidly [into] the country

1. The city of Seoul is growing rapidly into the country.

I think the sentence above sounds like the city is turning to the country.
So I was wandering why "into" is used, not "to."

I think the writer is trying to say that the city is spreading/expanding into the rural areas surrounding it.87
