The City & nice touch

Hi guys,

In the follwing dialogue, what do you think "the City" means?

Downtown or Chicago city?

Because the first letter "C" is capitalized so...I'm not sure which interpretation is better or more proper.

And as for "nice touch", in this case, does "touch" mean "some trait or effect that makes it better" or "taste"?

If you have any idea about that, would you explain some here for me?

In the follwing dialogue, what do you think "the City" means?

Downtown or Chicago city? I don't know. It may be some local Chicago way of talking about downtown. Or it may just be a typo, or just the author's choice. The only city I know that uses 'City' for a downtown area is London, England.
