The city college

From the same chapter:

-A lady, whose daughter attended some section of the City College with which I should never be brought in contact, was induced to bring a suit.

-The Government of New York City was virtually a satellite of the Vatican, but the professors at the City College strove ardently to keep up some semblance of academic freedom.

-But by this time the trouble about City College had begun to blow over.

For an education institution, THE is hardly used. Could you tell me why the writer erratically use THE when, at least I think, he is referring to the same thing?

Thank you, GP. When native speakers register their educational institution, according to what principles do they judge whether THE should be used? Proper name or usual adjective like the following or?

-For a few years I was asked yearly to give a lecture at the Imperial Defence College in Belgrave Square
