the Chinese vs the Americans

It's either the Chinese are less ethical or the Americans are good at making noise. Recently, it was reported that confidential information at the Pentagon and other important agencies in the US has been downloaded. When US officials traced the source, they found the Chinese were behind the attacks. Beijing repeatedly denied the accusation. Do you think the US is not conducting any spying operation like China is doing? Perhaps they are but they are much better in covering their tracks.

Starting the sentence with "It's either ..." made it seem as though there was a previous statement. If there wasn't, then starting simply "Either..." is more direct.
