Articles is really confusing. Sometimes, I use it without knowing what it is supposed to mean.

I would put an article before annual in the first sentence. In this context the red articles make the names refer to the people who hold the posts. Without articles here, the names refer only to the posts themselves.

If you were talking about the people who hold those offices, you would always refer to the Mayor, the President, and the Chief Justice.
