For the first one you can use the phrase "single file," that is, the chairs are placed one behind the other in a single line facing forward. The chairs are in single file. If the chairs are side by side and not one behind the other, it is simply a row of chairs.

For the second one, you can say the chairs are placed in pairs, or that there are five rows of two chair
