Why do you say "Central Park" without the definite article "the". The only rule I am able to find is that you use the article when the name of a place consists of two words none of which are proper nouns. So is there maybe some rule that if it starts with words like central, southern, northern etc. you don't use the article? Or why?

The only "rule" that I can think of is that the names of parks don't usually take an article: Central Park, Hyde Park, Kensington Gardens. CB
