The car doesn't start or the car won't start

What's the difference in meaning between the two sentences below and when to use them(in which situations)?

a. The car doesn't start.

and

b. The car won't start.

There is no difference in meaning if you are speaking of a present or recent attempt. If you are clairvoyant and speaking of a future attempt, then only B will work, of course.

There is no difference in meaning if you are speaking of a present or recent attempt. If you are clairvoyant and speaking of a future attempt, then only B will work, of course.
