The buzz

Is this sentence correct:



"New York is the city that never sleeps, but at the time, and at least in the Central Business District, the buzz had decreased a bit."



Note: By 'buzz', I mean 'the excitement' or just 'the normal city life'.

I would use present perfect instead if were talking about the pandemic:

New York is the city that never sleeps but during the pandemic—and in the Central Business District—the buzz has decreased a bit.
