Q1) It is said #1 is grammatical even though it sounds a little weird to me. Is it not weird to you?

2. To me, the book seems to be instructive to the readers.

There's a slight difference in emphasis.

#1 focuses on the book.

#2 focuses a bit more on 'me', ie on my opinion.
