The board of directors, Singular or Plural?

Please let me know whether the following words are a singular or a plural.

[1]A board of directors. ( I think we treat it as a plural)
[2]The board of directors. (I'm not sure since there is "the", do I treat it as a "singular" or a "plural"?)

It makes no difference whether we have 'a' or 'the' before it. 'Board of directors' is singular, but in British English it often functions as a plural noun: The board of directors has/have appointed a new CEO.
