In the Little Red Riding Hood, the wolf says "the better to see you with".
I wonder what the complete form for this sentence is.
Is it "it is better to see you with my big eyes"? or "the better to" is a phrase?

The next question:
Why is the girl called little red riding hood? There is no riding in this story.
