The best/the best one

Let us say we are watching a movie and you ask me: 'What do you think of that tall actor.'
I reply:

1-He is the best one.

or
2-He is the best.
Is there a difference in the meanings of those sentences?

I think 1 means he is the best among the actors in the movie. But 2 could mean 'He is the best actor there is' (that would probably be a hyperbole)
But could 2 used instead of 1?

I think it could. It is ambiguous. 1 is not.
