Question:

1) Which sentence is more native / correct?
2) If none of them is good, could you please rewrite it?

Sentence1:
Reducing the number of question was not the best way to solve our problem.
The best way was to send them the questions before the class started.

Sentence2:
Reducing the number of question was not the best way to solve our problem.
The best way was sending them the questions before the class started.

Sentence3:
Reducing the number of question was not the best way to solve our problem.
Sending them the questions before the class started was the best way.

By the way, you want to say "Reducing the number of questions..."
I would prefer a version of either sentence 1 or 2 (because that is more direct). However, you should not use "send" but "give."

after you know this, will you still suggest using "give", or change to use "send"?

Okay, "send" works if you are actually sending (via email). You could also say:
The best way is to send them the questions by email.
