The best vacation that...

Here is my question:
The best vacation that I have ever had___ the time when I spent my holiday in Florida.
a. is b. was c. has been d. had been

I opt "is". I am so sorry that I can't explain why. However, I am so confused about the option C. has been. Thank you in advance.

Another interesting question. My instinct is "was" since the vacation was it the past, but if it remains your favorite vacation of all time, then "is" works as well.

My instinct is "was" since the vacation was it the past, but if it remains your favorite vacation of all time, then "is" works as well.

Hello.

The holiday spent in Florida is evidently in the past, therefore I would go for "was". "is" is the present simple, that can be right but I think if this is a grammar question you should be consistent with "had" and use the past.
